Apparently it was shot on a Canon 5D Mkii and hasn’t been processed, so I can only presume the slow motion effect is caused by some kind of strobing between the frame rate of the camera & the notes played…. I mean, my double bass sure doesn’t look like that when I play it!

I think the player plays the music at a faster tempo, and when the image is slowed down it gets in synch with the audio.
