One of those times when not understanding the language is probably a major plus.
AFAIK its a uniquely Japanese TV device, that is, showing the reactions of the tv show hosts in a little screen within the screen, while watching clips etc…
its kinda odd… maybe thats where the teletubbeis got it from?
